Abstract

In this paper a conceptual instrument that confers an integral vision to Risk Management process due to intense drought is proposed. The use of methods such asthe experts criterion enabled the adaptation of theories and universal standards of Risk Management on environmentally sustainable bases. The result is a conceptual modelwith essential characteristics as the interrelation between the pressure-state-impact- response indicators with the strategic, systemic and participatory approaches that provide potentiality for decision-making facing increasingly frequent and prolonged events caused by precipitations scarcity.
