Abstract

The obtained results are presented when getting the head officials of the Government of the province involved in the development of the territorial approach of quality, to elevate the competitiveness and to counteract the technical barriers that globalization has generated as protective standards for the developed countries. The Provincial Assembly of the People’s Power, as the highest Body of State in the territory approves and coordinates the unique territorial economic plan. Aware of the fact that developing countries can compete only by matching the demanded quality standards of the market and that this is feasible if an infrastructure of the quality is implemented, a project of improvement was developed under the Provincial Government’s responsibility that resulted in the Quality Program passed by this body, in which, among other, the need for inclusion of the sugar sector with their exportable funds and popular consumer products is demonstrated.
